Abstract
The South Korean government has recently made efforts to develop a Digital Platform Government. It is a form of government that promotes the participation and collaboration of stakeholders inside and outside of public institutions in the provision of public services and the solution of social problems by means of creating a ¡®platform¡¯ where the government provides various resources (data, etc.) and citizens and businesses voluntarily participate to utilize them in conjunction with their creativity and innovative technologies. It is considered to be a future development direction that will upgrade the existing e-government or digital government to the next level.
The Digital Platform Government concept is not new. During the U.S. Obama administration¡¯s Open Government Initiative, Tim O¡¯Reilly proposed this government model that benchmarked the success of the private sector¡¯s platform business model, and since then, discussions on the Government as a Platform (GaaP) have continued. In practice, there have been efforts to build a Digital Platform Government in some countries including the U.K. and the U.S. However, it is still not easy to find cases in most countries that can be called a Digital Platform Government in the essential part, and it is also difficult to say that the efforts of the international community and individual countries to realize it are sufficient.
The talk examines the concept of the Digital Platform Government, assesses the potential it can bring, and discusses why more success cases are not being realized in practice, and how to overcome this limitation.
